STATUTORY CONSULTATION PROPOSAL FOR PRESCRIBED ALTERATIONS TO PROVIDE SPECIAL EDUCATIONAL NEEDS PROVISION IN A MAINSTREAM SCHOOL

Social, Emotional and Mental Health Resource Bases at Beechwood Primary School and Halton Lodge Primary School

In 2017 The Department for Education announced Special Provision Capital Funding for local authorities to invest in provision for children and young people with Special Educational Needs and Disabilities, with funding for a range of provision types where this would benefit children and young people with Education Health and Care plans. The funding was due to commence in 2018/19, with Halton’s allocation over a three year period being £500,000 released in three payments over the three years.

Following widespread consultation it was determined that Halton had a need for specific Social, Emotional and Mental Health provision within borough, and expressions of interest were sought from schools graded Good or better by Ofsted.  Five primary schools expressed an interest and following submission of proposals by those schools, and an interview process, it was recommended that two specific resource bases for children in Foundation and Key Stage 1 be proposed at Beechwood Primary School and Halton Lodge Primary School.

The provision would be through additional accommodation at those schools, and this accommodation is being built to specifically support children with Social, Emotional and Mental Health needs and will be funded via the Special Provision Capital Funding, provided by the Department for Education.  It is intended that these resource bases will align to the existing Social, Emotional and Mental Health Bases within Key Stage 2 provision.

On the 14th June 2018, the Executive Board at Halton Borough Council approved progression to a Statutory Consultation which is being held from 27th June 2018 – 25th July 2018.
There will be a public statutory consultation meeting at each of the schools as follows:

Beechwood Primary School, Grasmere Drive, Beechwood Runcorn WA7 2TT on 4th July 2018 at 6.00pm
Halton Lodge Primary School, Grangeway, Runcorn WA7 5LU on 2nd July 2018 at 6.00pm

If you are unable to attend you can still respond to the consultation by using the above link or by putting your response in writing to Mr M Reaney, Operational Director Legal and Democratic Services, Municipal Building, Kingsway, Widnes WA8 7QF.

All responses to the consultation must be received by Wednesday 25th July 2018. You will not receive an individual response to any comment submitted.  Following closure of the consultation, the Local Authority will review the responses and report back to the Executive Board on the 20th September 2018 who will then determine whether the Resource Bases will be created.

There are places still available on the next HSCB Child Sexual Exploitation Training which looks at recognising and responding to CSE and to be confident in using the CSE Screening Tool and completing the Information Form.

On completion of this course, participants should have an understanding of:-
• What constitutes Child Sexual Exploitation (CSE)
• The risk and vulnerability factors for children & young people becoming victims of CSE
• Models of CSE and the grooming process
• The role of Catch 22 with regard to the Pan Cheshire procedure on missing from home and the role of the CSE Co-ordinator
• How the Police respond to CSE and activity on a local level
• The role of the CSE Operational Group, how to complete the Information Sharing Form and the role of the CSE Champion
• How to complete the CSE Screening Tool and its usage
• The referral pathway in response to CSE
