Outline
A comprehensive update on statutory assessment and moderation 2022/23, and clarification of the Halton model.
Description
This session will ensure that senior leaders with responsibility for assessment understand their statutory responsibilities and clarify national and local changes to assessment and moderation processes. There will be review of all Standards & Testing Agency (STA) materials and a reminder of assessment deadlines. There will also be a chance to reflect on wider aspects of school assessment, latest research and evidence, and share good practice.
Karen Allen – Senior SIMS support officer – will be attending to answer any questions about submitting data.
Paul Moore – Data Analyst – will also be present to answer questions you may have around data

Audience – All Nurseries, Childminders and School Settings
This event is to allow all EYFS settings to meet and share assessment and moderation information with their transition partners. This was asked for by attendees at the previous workshops in Autumn and Spring.
On the day there will be opportunities to share practice of Assessment and Moderation between settings and individual assessment data of pupils moving settings.

SEND services to school part 2 NHS services

This meeting is aimed at giving both Headteachers, SENDCo’s and Governors an overview of various NHS teams that are available to schools to support SEND pupils. This has been requested by a number of schools after the first SEND services to schools in November 2022 and also after SEND Outcome meetings.
Each service will give an overview of what they do, support available and how referrals will be made. This is an opportunity to meet new members of the NHS teams and network within this area.

Early Career Transitional Arrangements September 2023
FAO Headteachers, Principals, ECT Tutors and mentors, ECTs
The role of the Local Authority acting as the Appropriate Body for induction of ECTs and previously NQTs has been duty carried out by Halton for many LAs.
Following the DfE Consultation on ECT induction in May 2022, there are important changes from September 2023 and from September 2024.
I have explained those changes for you below. We continue to work closely with Generate Teaching Hub and Warrington and Wigan Local Authorities, who also sit within the allocated hub area.
Generate Teaching Hub and Wigan/ Warrington/ Halton Local Authority have been communicating about the changes to ensure a common, clear approach to transitional arrangements.
Schools who have ECTs starting induction DURING the summer term 2023 can choose to register with the Halton Local Authority or Generate Teaching Hub
Changes to the Provision of an Appropriate Body Service in Halton and Warrington
The Appropriate Body service assesses an Early Career Teacher during their induction period. From September 2024, the Department for Education has confirmed that Teaching School Hubs will become the main provider of Appropriate Body services. This means Local Authorities will withdraw from their Appropriate Body role in two stages:
- From September 2023, Halton/ Warrington Local Authority will not take on any new Early Career Teachers who start induction from 1st September 2023
- From September 2024, Halton/ Warrington Local Authority will cease operating as an Appropriate Body. Remaining ECTs will be transferred to GTH as the Appropriate Body
- These arrangements DO NOT affect ECTs currently registered with Halton/Warrington and who will complete induction by July 2024.
Generate Teaching Hub and Halton / Warrington Local Authority have been working together to plan the transition process. Therefore, Schools who access their Appropriate Body service through Halton / Warrington Local Authority can either continue to register all new Early Career Teachers with the Local Authority or Generate Teaching Hub in summer term 2023 (who commence induction BEFORE the end of the summer term).

Early Career Teachers already registered with Halton /Warrington Local Authority will continue to be supported through to August 2024. Any Early Career Teachers who have not completed their induction period at this date (e.g., part time teachers) will be transferred to Generate Teaching Hub to complete their induction (full instructions on this process will be shared in the next academic year).
Please note, this does not affect each Early Career Teacher’s need to engage in the 2-year Early Career Framework programme that supports their development during their initial teaching years. This is provided locally by Generate Teaching Hub (see: https://generateteachinghub.org/early-career-teachers).
